The Pak AI CoE model is built to fit within the Government of Pakistan's Public Sector Development Programme (PSDP) and PC-I processes. This makes it easier for ministries and provinces to sponsor clusters without reinventing the project structure.

PC-I compatible architecture

  • Clear separation of capital expenditure (infrastructure, equipment) and operating expenditure.
  • Defined components: hubs, HPC, sandboxes, Training-of-Trainers, content development and governance.
  • Logical frameworks, indicators and targets that can be plugged into PC-I formats.

Costing and phasing

  • Template budgets for city clusters and national scale-up phases.
  • Options for co-funding with donors, industry contributions and provincial resources.
  • Phased approaches that allow pilots, evaluation and then expansion.
