Pakistan AI Centers of Excellence (Pak AI CoE)

From Karachi’s 12-hub pilot to a 100-hub national AI skills and innovation grid.

From one city cluster to a 100-hub AI grid

National scalability is built into the Pak AI CoE design. The Karachi cluster is the prototype, but every element is designed so it can be replicated, adapted and governed across provinces and districts.

Standard hub templates

  • Defined floor-space, equipment lists and staffing patterns for each hub type.
  • Common software stack and connectivity standards.
  • Replicable cost models suitable for PSDP and donor funding.

Central content and governance

  • National curriculum, assessment tools and ToT programs reused by each new hub.
  • HPC and sandbox architecture that supports multi-region clusters.
  • Shared policies on data governance, ethics and security.

Phased rollout pathway

  • Phase-1: Karachi 12-hub pilot.
  • Phase-2: 24-hub multi-city expansion aligned with industrial and population centers.
  • Phase-3 and Phase-4: 100+ hubs providing national coverage.

Impact at national scale

  • Tens of thousands of AI-skilled graduates per year across all provinces.
  • Hundreds of startups and pilots feeding into Pakistan’s AI economy.
  • A coherent national AI skills and infrastructure strategy instead of isolated projects.
