Pakistan AI Centers of Excellence (Pak AI CoE)

From Karachi's 12-hub pilot to a 100-hub national AI skills and innovation grid.

From one city to a multi-city network

After the Karachi pilot stabilizes, Pak AI CoE expands to a 24-hub configuration that covers key cities and regions. This phase proves that the model travels across provinces and governance contexts.

Target regions in the 24-hub phase

  • Additional clusters in cities such as Lahore, Faisalabad, Peshawar, Quetta and Gwadar.
  • Regional hubs serving industrial, agricultural and logistics corridors.
  • Strategic locations along CPEC and major transport routes.

Focus of the regional rollout

  • Adapting the hub template to different provincial TEVTA structures.
  • Customizing sandboxes for textiles, agriculture, mining and regional sectors.
  • Strengthening the AI ToT network so trainers can be deployed across cities.
  • Testing governance arrangements between federal, provincial and city authorities.

Results expected from Phase-2

  • Reliable playbook for establishing AI hubs in any new city.
  • Evidence of impact across multiple regional labour markets.
  • Growing pool of AI technicians and startups outside Karachi.
  • Stronger case for moving to a fully national grid of 100+ hubs.
